New Union Proposal
A modern compact between the district, its educators, and its families — written for the workforce the classroom actually has.
DPSCD Board Candidate · 2026
Opinions start conversations. Proposals move boards. C. A. Hubbard, PhD — MBA, M.A. — is running for the Detroit Public Schools Community District Board.
Priorities · The proposals
I pledge to send the following five proposals, to be discussed as new business, to the DPSCD School Board Chair for a second and discussion at the first 2027 Board meeting. Five proposals, filed in order, each one published in full.
A modern compact between the district, its educators, and its families — written for the workforce the classroom actually has.
DPSCD graduated 83.2% of the Class of 2025. What those graduates are doing six and twelve months later is not published. This proposal asks for that data and builds an optional additional year of district-supported transition — credentials, apprenticeships, and a college bridge — around what it shows.
Standard, transparent, competitive pay for principals — and, first, the numbers the district has never published: turnover, vacancies, interim appointments, and median tenure. #PRINCIPALPAY #STANDARDPAYPRINCIPLE. We will not borrow teacher statistics to describe the principal workforce.
A public, honest accounting of district property — what we hold, what we lease, what we should return to the neighborhoods that surround it.
Curriculum and partnership commitments that recognize the First Peoples of this land in more than a single unit each year.
Join the campaign
Celebrate what is improving. Measure what still needs attention. Ask for what we don't yet know.
Meet C. A. Hubbard, PhD
Dr. Hubbard has spent his career in classrooms, boardrooms, and community rooms — earning a Ph.D., an MBA, and an M.A. while working alongside the families this district serves. He is running because the DPSCD Board should be a place of steady, transparent, student-first decision-making.
This campaign publishes its work in full: five proposals any board member of any belief can second, a public calendar of gatherings, and open roles for neighbors who want to build alongside us.
A child is not a test score. Whole Health means we measure the whole student, and we say plainly where the measure is missing.
A board's job is not to be certain. It is to ask, on the record, for what we do not yet know.

Whole Health is not a slogan. It is a checklist: academics, well-being, attendance, staffing, buildings, and what happens after graduation.
